Dr Andrius Smaliukas
Dr Andrius Smaliukas is an experienced dispute-resolution lawyer, arbitrator and strategist. He has practised law for more than twenty years, specialising in international and domestic commercial arbitration, complex litigation, corporate governance and Lithuanian private law.
Dr Smaliukas has participated in nearly one hundred arbitration proceedings as arbitrator, counsel or legal expert across the Baltic region and Europe. His experience encompasses ad hoc arbitration and proceedings administered under the rules of the ICC, SCC, LCIA, PCA, FAI and the Vilnius Court of Commercial Arbitration. He combines dispute-resolution experience with board-level commercial expertise and extensive involvement in the development of Lithuanian arbitration and private law.

Representative Matters
- Acting for the Republic of Lithuania in the UNCITRAL investment arbitration OAO Gazprom v Republic of Lithuania, administered by the Permanent Court of Arbitration and arising from the implementation of the EU Third Energy Package.
- Acting in the SCC arbitration between Gazprom and the Republic of Lithuania concerning the management of AB Lietuvos dujos.
- Serving as an expert on Lithuanian law for the Republic of Lithuania in Bosca v Republic of Lithuania, an investment arbitration conducted under the UNCITRAL Arbitration Rules.
- Acting as arbitrator—including as sole arbitrator, presiding arbitrator and tribunal member—in numerous domestic and international commercial proceedings.
- Providing expert evidence on Lithuanian contract, property and arbitration law in international arbitration proceedings.
- Representing clients in proceedings before the Court of Arbitration for Sport.
- Representing clients before the General Court of the European Union.
- Advising shareholders, multinational companies, private investors and public institutions on complex disputes, corporate crises and strategic conflict management.
Arbitral, Professional and Board Appointments
Dr Smaliukas is included on the principal list of arbitrators maintained by the Vilnius Court of Commercial Arbitration. His MMSP profile records 39 appointments in arbitrations seated in Lithuania and five appointments as an expert on Lithuanian law in international arbitration proceedings.
He has been a member of the ICC Commission on Arbitration and ADR since 2015 and contributed to the Commission’s work on facilitating settlement in international arbitration and effective conflict management.
From 2011 to 2017, Dr Smaliukas was a member of the Permanent Court of Arbitration, appointed by the Government of Lithuania.

Dr Smaliukas has also played an important role in Lithuanian legal reform, drafting amendments to the Lithuanian Law on Commercial Arbitration, reforming Civil Code provisions governing mortgages and security over movable property, implementing the EU Third Energy Package in Lithuania and creating a legal framework for operation of the LNG terminal.

Dr Smaliukas has been recognised by Best Lawyers in the field of international arbitration in Lithuania and was included in The Legal 500 Arbitration Powerlist: Central and Eastern Europe 2021.
His professional standing is reflected in his appointments as arbitrator and legal expert, his appointment to the Permanent Court of Arbitration, and his membership of the ICC Commission on Arbitration and ADR.
